On certain items, there if a requirement, e.g. on a sword "DMG 11-17, Req 3 Sowrd Mastery" etc. Now, I may not have 3 sword mastery, but I can still equip this item, what determines the damage I deal?

You can eqip it, however it won't give you anywhere close to the dmg listed. (1/2 to 1/3 the listed so I heard, I could be wrong)
